ENGINEERS Columbia Telecommunications Corporation Columbia Telecommunications Corporation (CTC) is a nationally recognized engineering consulting firm which has provided telecommunications engineering support to state and local governments for over sixteen years. CTC’s areas of expertise include long-term telecommunications planning to define requirements for voice, video, and data transmission needs; design and construction oversight of institutional networks; and technical support to municipal governments in CATV system franchising and technical performance oversight. Thomas P. Saylor, Technology Services Thomas Saylor has conducted technical analyses of cable television systems for municipal clients utilizing empirical and theoretical data. He has assessed compliance to local, franchise, FCC, and NESC standards, prepared summary reports including data analyses and recommendations, performed ongoing inspection and proof testing of existing and new broadband infrastructure, and provided liaison between franchise authorities and local cable operators.
